News: NC Inspection Issues

Legislative IssuesLadies and Gentlemen,
I am attaching a letter from the North Carolina State Board of Examiners of Plumbing, Heating & Fire Sprinkler Contractors.
 
If you do any Inspection contracts in North Carolin
you must read and understand this letter!!!

 
Earlier in 2009 I uncovered a problem where the North Carolina contracting regulations prohibited a Licensed Sprinkler Inspection Contractor from taking a contract from any party other than the Owner of a property.
After significant research and discussion with roughly 20 Contractors I determined that this was an Industry issue that needed to be addressed as Sprinkler Contractors were starting to get citations from the State Board in regards to this issue.
 
I contacted Jeffery Dunn, the President of the North Carolina AFSA Chapter and reviewed the issue with him and we decided to ask for a meeting with the State Board to review and seek clarification.
On October 1, 2009 Jeffery Dunn, Joe Collins and John Turnage of the North Carolina AFSA Chapter and I met with Dale Dawson, the Executive Director of the State Board, to discuss this issue.

News: Reliable Automatic Sprinkler Disputes Virginia State Fire Marshal’s Determinatio

The Virginia State Fire Marshal has recently issued a memoranda concerning dry sprinklers. Reliable Sprinkler strongly disagreed with the Fire Marshal’s Memoranda which appear to call for a statewide replacement of all Reliable G-3
dry sprinklers, particularly in state owned buildings, and after discussions with Reliable, the
Fire Marshal issued a clarification Memorandum on November 23, 2009.

News: MEMORANDUM TO Fire and Building Officials from Ed Altizer, State Fire Marshal

Legislative IssuesOn October 14, 2009, the State Fire Marshal’s Office (SFMO) issued a memorandum to Fire and Building Officials regarding failures of dry sprinkler heads.  Dry sprinklers are generally installed in locations subject to fluctuating environmental conditions such as extreme temperature variations, high humidity and/or corrosive conditions.  Dry sprinklers may be found in cold storage warehouses, loading docks, balconies, attics, parking garages, and unheated portions of buildings.  Today’s communication provides additional information for building owners.

News: A Letter from Ronny J. Coleman, Pres. IRCFSC

Legislative IssuesWE WON AGAIN!!!

Words cannot describe how great if feels to have won the sprinkler vote again in Baltimore.  Even better, to our surprise, we won the committee vote by a margin of 7 to 4.  EVERY member of the IRC Committee not representing NAHB voted in favor of sprinklers!

ICC's message to residential sprinkler opponents is now very clear, "don't come back...we're done arguing residential sprinklers!"  

We won in Minneapolis, we won the committee vote in Baltimore and we defeated (by an overwhelming majority) a floor motion by NAHB to overturn the committee vote in Baltimore.  Let's maintain this level of commitment at the state and local level so that we can get the IRC adopted "where the rubber meets the road."

Thanks to EVERYONE who took part in and supported this historic event!!!

News: Homebuilders Trying to Preempt Adoption of State and Local Sprinkler Regulations

Fairfax, Va., Jan. 23, 2009
The IAFC has learned that the homebuilders are starting an initiative to prevent local adoption of national standards that require residential sprinklers, by introducing state legislation that would block new code adoptions mandating residential fire-sprinkler requirements.

According to a message from the IRC Fire Sprinkler Coalition, such bills have just been filed in Arizona (HB2267) and North Dakota (SB2354). The Coalition reports that fire service groups in Arizona are already engaged to fight their state’s bill, and the Coalition is preparing to initiate a similar response in North Dakota.

News: RESIDENTIAL SPRINKLER REQUIREMENT PASSES ICC

Legislative IssuesIt is Sunday morning, 10:45 am CDT, at the ICC hearings in Minneapolis, MN, RB – 64 mandating residential sprinklers has just passed by an overwhelming majority of more than 73%.  The debate lasted probably 1.5 hours.  The Virginia Fire Service had a significant role in setting the agenda at this meeting and by working with building officials from Virginia to ask them to support this effort.

News: Sprinklers Now a Must for U.S. Nursing Homes

Legislative Issuesfrom Washington Post – Aug. 26, 2008

After decades of partial solutions to fire threats in nursing homes, regulators are finally requiring sprinkler systems for the 2,466 facilities that still don't have them fully installed. On Aug. 13, the Centers for Medicare and Medicaid Services issued a rule declaring that the $144 billion long-term care industry has five years to install the systems. Some 1.4 million residents live in 16,000 U.S. nursing homes. More

News: AFSA VA Chapter poll overwhelmingly indicates specialty certification is necessa

Legislative IssuesAn online poll conducted by the AFSA Va. Chapter consisting of 37 respondents indicates many individuals believe specialty certification is necessary. The poll received 37 votes of which 62.16% of respondents voted yes that certification is necessary, 16.22% responded no, 13.51% voted no, with exceptions and only 8.11% feel certification is irrelevant to the industry.

The Virginia Board of contractors also agrees that certification is necessary and requires all class A and B sprinkler contactors have a qualified full-time employee or member of management who is at a minimum NICET III certified. Various training courses are available through AFSA. NICET certification is available via NICET test centers around the country.

News: Important Code Change Meetings

Legislative IssuesDHCD is holding two meetings for Stakeholders to attend and discuss submitted code changes and code issues for consensus. The meetings are being scheduled for April 9, 2007 at 9:30 here at DHCD in our Board Room and a 2nd meeting on June 18, 2007 also at 9:30 at DHCD in our Board Room. Please advise me if you plan to attend.

Most all of the issues listed have been on the table since last year so stakeholders could review them and decide if there was an interest in submitting code changes. In a few instances we have retained the issues so the Board of Housing and Community Development’s Codes and Standards Committee would be aware of the issue. There are also several 2007 legislative bills that would require the BHCD to take some action.
